Gen Tumwine censure motion: MPs shy away from signing, low turn up of their colleagues which may affect the process as the deadline draws closer

MPs seeking Security Minister Gen Elly Tumwine censure are disappointed by the low turn up of their colleagues which may affect the process as the deadline draws closer.

Accusations against Gen Tumwine that led to the censure motion include; arrogance, interfering with the work of Parliamentary Committee that was investigating torture in Safe Houses and stopping the Director of Internal Security Organization (ISO) Brig Col Kaka Bagyenda from appearing before the Committee.

The members led by the Lywemiyaga County legislator said this was an opportunity to check out what he described as the general’s arrogance and fight human right abuses in the country.

Ssekkikubo noted that time is running out, yet the signatures are still few from the 150 needed for the censorship of Gen Tumwine.

“Now opportunity arises, here is the list for you to sign, haa you wait but how many do you need? Others can sign and we can come along the way,” Ssekikubo said.

“I know he has a money lending business in parliament Gen Tumwine, but I don’t think that that should be a reason enough for others with balances to start hiding,” Ssekikubo added.

“We are not here to intimidate colleagues to sign, but we are making a clarion call to them,” John Baptist Nambeshe, Manjiya County legislator said.

Moses Kasibante, Lubaga North legislator said they are shocked to see that members of the Human Rights Committee that presented a report against Gen Tumwine to Parliament have not yet signed the petition.

“You can imagine, majority of the members on whose report we are acting have not signed, they are shying away,” said Kasibante.

Ssekikubo also questioned the connection between the Security Minister and the known criminal Sobbi gang who have threatened to raid Kampala City should the minister lose his seat.

“You are holding this country at ransom and you want Members of Parliament to hold their hands. So, I want to challenge Gen Tumwine, what connection does he have with the goons and the gangs?” Ssekikubo wondered.

Thursday next week is the deadline for the signatures to be collected or else the motion will be cancelled.

The motion to censure Minister of Security Gen Elly Tumwine was moved last week by the Butambala County (DP) legislator Muhammad Muwanga Kivumbi who happens to be the Shadow Internal Affairs Minister and adopted by the whole House, under Rule 56 of Parliamentary Rules of Procedures.
