In Uganda, you can apply for a learner’s permit or a driving licence, renew your permit or take additional classes, get a duplicate permit, or exchange your foreign driving license using the Uganda Driver Licensing System.

The Uganda Driver Licensing System provides a variety of services, such as applying for a learner’s permit or a full licence, renewing your permit or additional classes, getting a duplicate permit, and exchanging a foreign driving permit.

The Uganda Security Printing Company (USPC) oversees UDLS. The UDLS is open Monday through Friday from 8 a.m. to 5 p.m. and on Saturday from 9 a.m. to 1 p.m. Sundays and holidays are days off for UDLS offices. 

To obtain or renew your driver’s licence, go to any of the UDLS locations in Kampala, Arua, Gulu, Mbarara, Mbale, Fort Portal, and Jinja.

Applying for a learner’s driving permit in Uganda

A three-month learner’s permit is necessary for obtaining a full driver’s licence. A learner’s driving license costs UGX 60,000 and is valid for 3 months. 

You will need the following documents to complete the process of acquiring a learner’s permit:

  • For applicants from Uganda, a valid national ID. If you don’t have any of the aforementioned documents, UDLS will accept a duplicate/photocopy of your ID and a NIRA verification letter. Non-Ugandans must have a valid passport, a visa that is valid for at least six months, and, if necessary, a work permit, a pass for dependents, or a pass for students (original copies). The Prime Minister’s Office issues refugee cards which are allowed for refugee applications (original copy).
  • Payment proof (payment registration number)
  • Evidence of enrollment from a driving school with a licence
  • Application form for a learner’s permit that has been fully completed
  • An applicant for a learner’s permit must have a medical examination report that is valid for no more than six months from the date stated on the application.

The procedure for getting a learner’s driving permit in Uganda is outlined below:

  • Download the application form from the UDLS website or pick one up at any Bank (this form is not for sale).
  • Complete the application form and make sure you have a physical examination performed by a licenced medical professional.
  • Create the learners’ assessment form on the URA Portal (PRN)
  • Visit the bank of your choice and deposit the required fees (UGX 60,000) into the URA account (the bank will provide you with the account number). You may also use MTN Mobile Money or Airtel Money to make your payment.
  • Visit UDLS offices with the bank receipt and a properly completed application.
  • Your biometric features will be captured by UDLS.
  • The Learners’ licence will be given to you by UDLS.

Applying for a full driving permit in Uganda

After receiving training from a driving school and earning an IoV (Inspectorate of Vehicles) certificate of competence, you can apply for a full driving licence. 

A 5-year driving permit costs UGX 330,000, a 3-year driving permit costs UGX 230,000, and a 1-year driving permit costs UGX 135,000. 

You will need:

  • For applicants from Uganda, a valid national ID is required. If you don’t have a national ID, UDLS will also accept a duplicate/photocopy of your ID and a NIRA verification letter. Non-Ugandans must have a valid passport, a visa that is valid for at least six months, and, if necessary, a work permit, a pass for dependents, or a pass for students (original copies). The Prime Minister’s Office provides refugees with refugee cards (original copy) that are also acceptable.
  • Payment proof containing your payment registration number
  • Learner’s permit (original)
  • Certification of proficiency in driving (issued by Police IoV)
  • Certification of completion (obtained from a licenced driving school after training)
  • Application form for a full driver’s licence that is fully completed
  • Completed medical examination report. If the medical report was already filled out on the learner’s licence within the previous six months, the applicant for a full driver’s licence does not need to fill it out again. 

Before you may be granted a driving licence, you must be an experienced driver. You must complete a number of steps to become competent enough to operate the type of motor vehicle you want to.

The process entails taking driving lessons from an accredited driving school, passing the Police Inspectorate of Vehicles’ driving proficiency test, and undergoing testing to make sure your eyesight and health match minimal requirements. 

You must finish the following tasks in order to obtain a full driving licence:

  • satisfy the age requirement. To be able to drive lawfully on Uganda’s public roads, you must be at least 18 years old.
  • Obtain a licence that will allow you to practise driving. This is a three-month learner’s permit that can be renewed for a fee. While you are receiving driving instruction from a driving school, the learner’s permit is required.
  • Take driving instruction at a driving school with a licence. Once you’ve finished the classes, the driving school ought to provide you with a certificate of completion; you’ll need this certificate when you apply for your full driving licence.
  • When you are ready to take your driving test at the Inspectorate of Vehicles, go to the URA website and pay UGX 25,000. If you pass the test (or tests, if you’re asking to be licenced for more than one class), the IoV will give you a certificate of competence. UDLS is also sent the competency certificate.
  • At least 30 days after getting your learner’s permit, apply for a full driving licence. Fill out the application form you can get on the UDLS website.
  • Visit the URA website and pay the appropriate amount, which varies depending on the length of the permit you require; UDLS grants licences with one, three, or five-year expiration dates. PayWay, mobile money, and any bank accept payments on behalf of UDLS. Once the payment is completed, you will receive a payment registration number (PRN).
  • Visit any UDLS branch with the completed application form, proof of payment/PRN from the URA, and a valid national ID (if you don’t have the required documents, UDLS will accept a duplicate ID and a NIRA verification letter, a valid and original passport for foreigners, or an original refugee card for refugees.

Renew your licence to drive in Uganda

After making the necessary payment and providing the original copy of your current licence, you will be able to successfully renew your driver’s licence.

A 5-year driving permit renewal costs UGX 310,000, a 3-year driving permit renewal costs UGX 210,000, and a 1-year driving permit renewal costs UGX 130,000. 

You will need:-:

  • Your inactive licence (original copy)
  • For applicants from Uganda, a valid national ID. If you don’t have one, UDLS will also accept a photocopy of the ID and a NIRA verification letter. For non-Ugandans: a current passport, a current visa, and, if necessary, a work permit, a pass for dependents, or a pass for students (original copies). Am original refugee card issued by the prime minister’s office is required for refugees.
  • Payment proof (payment registration number)

Currently, the owner of the driving licence must submit their application for a new licence and renewal in person at the UDLS offices. 

A licence application cannot be made on someone else’s behalf.

  • Generate the licence renewal payment registration slip/assessment form on the Uganda Revenue Authority website.
  • Go to a bank of your choosing and pay URA the relevant fees (the bank will provide the account number). As an alternative, you can pay with a debit/credit card, PayWay, or your favourite mobile money provider.
  • Bring the required identity documents, the payment receipt or payment registration number, and an original copy of the licence you wish to renew to the UDLS offices. 
  • The updated licence will be issued by UDLS.
  • Before your existing licence expires, you’ll receive an SMS reminder.

Obtain a duplicate driving licence in Uganda

After notifying the police of the loss of your original driving permit and placing an advertisement in a national publication, you will be able to apply for a duplicate driving licence in Uganda at a cost of UGX 121,000

You will need:

  • For applicants from Uganda, a valid and original national ID or photocopy of the ID and a NIRA verification letter. For non-Ugandans: a current passport, a current visa, and, if necessary, a work permit, a pass for dependents, or a pass for students (original copies). The Prime Minister’s Office issues refugee cards which can be presented by refugees (original copy).
  • A payment registration slip or payment proof (payment registration number)
  • A report from police
  • An announcement in the newspaper
  • An application for a driver’s licence that is fully completed

To get a duplicate driver’s licence in Uganda, you must:

  • Inform any Ugandan Police branch about the loss of your driver’s licence, and request a police report to that effect.
  • Ensure that any national newspaper of your choice carries an advertisement about losing your licence. Make sure to accurately reflect the following information in the advertisement: names (as they appear on the missing driver’s licence), licence number, issue date, and expiration date. If you need help or have questions, please stop by any UDLS branch with your national ID.
  • Get a duplicate licence payment registration slip/assessment form from the URA website (PRN).
  • Visit any bank of your choice to pay the required charge to URA (the bank will provide the account number). As an alternative, you can pay with a debit/credit card, PayWay, or your favourite mobile money provider.
  • Bring the Police report, a newspaper clipping or copy of the announcement, your national ID, proof of payment, and payment registration number to the UDLS offices.

You will be biometrically profiled and UDLS will dispense the extra licence.

Adding additional classes to your driving licence in Uganda

Adding an extra class to your driving permit in Uganda costs UGX 121,000. 

You will need:

  • For applicants from Uganda, an original and valid national ID or a photocopy of the ID and a NIRA verification letter. For non-Ugandans: a current passport, a current visa, and, if necessary, a work permit, a pass for dependents, or a pass for students (original copies). The Prime Minister’s Office issues refugee cards that UDLS accepts for refugees (original copy).
  • Your authentic driving licence
  • A payment registration slip and payment proof (payment registration number)
  • Certification of proficiency (issued by the Police IoV)
  • Certification of training success (obtained from a licenced driving school after training)
  • Application for a driver’s licence that is fully completed
  • Completed medical examination report.

Convert your foreign driver’s licence in Uganda

5-year foreign driving permit conversion costs UGX 330,000, a 3-year foreign driving permit conversion costs UGX 230,000, and a 1-year foreign driving permit conversion costs UGX 135,000. 

You will need:-

  • Authentic foreign driver’s licence
  • Authentic passport
  • Validity of visa for six months. The following types of visas are recognised: dependant passes, work permits, and diplomatic and student visas. For the conversion of a foreign driver’s licence, tourist visas are no longer accepted.
  • A payment registration slip and payment proof (payment registration number)
  • A certification letter from the issuing body. Your name, driving licence status, expiration date, and vehicle categories should all be confirmed in the letter.
  • Obtain a translation of your licence, if it is not in English, from the relevant embassy or the Makerere School of Languages.
  • Completed driving licence application and medical form
