Minister for Security Gen Tumwine: It’s illegal for ISO Operatives to make arrests without an identified Police Officer on location
Gen Tumwine, Minister for Security said that it’s unlawful for Internal Security Organisation (ISO) officers to arrest suspects without an identified police officer on location.
Gen Tumwine made the remarks while he appeared before the Parliamentary Human Rights Committee to acknowledge the relationship between Security and confessed criminals, who are accused of torturing suspects in the identified Safe Houses one in Lwamayuba Kalangala District and another in Kyengera along Masaka road.
The latest Safe House torture victim was Lawyer Patrick Mugisha. However, the Internal Security Organisation (ISO) later admitted these illegal arrests of Ugandans.
Before the Committee, Gen Tumwine informed legislators that it’s illegal for these operatives to arrest any suspect without an identified police officer on location.
Adding that those held responsible are already in Police custody for inhuman treatment of suspects.
“ISO is not supposed to arrest! If they do, they have to arrest with police,” Gen Tumwine said.
In the Committee session, Robert Kyagulanyi, common name Bobi Wine, the Kyadondo East Legislator and other legislators accused ISO of torturing several Ugandans in Safe Houses and demanded an explanation on how these Safe Houses are operated.
“Who runs these Safe Houses? And how are the people who run these Safe Houses recruited? Are they UPDF Officers or Police Officers? Robert Kyagulanyi, Kyadondo East legislator asked.
“We have suspended some officers of ISO, the other day I told you Parliament the arrest of the other lawyer, it was illegal and we took action on one who is facing charges,” Gen Tumwine informed the Committee.
Meanwhile, Gen Tumwine also revealed that Security is working with confessed criminals Sobbi who is accused of heading Lwamayuba Safe House torture group in Kalangala District.
“Sobbi is fundamental in helping Security! To reveal the violent criminals, he used to operate with, who have not reformed,” Gen Tumwine revealed.
Nevertheless, the Kawempe North legislator, Latiff Ssebagala informed legislators that Sobbi is on every Radio Station in Uganda talking about what’s going on in Safe Houses yet, Tumwine claims he’s with ISO operatives to help them in finding other criminals.
“The Sobbi he’s talking about who is now working with ISO Operatives, he’s moving on every Radio Station, and he’s now talking about his safety, how does he move to Stations to talk about what’s happening,” Hon Latiff Ssebagala, Kawempe North Constituency wondered.
And for the second time the Security Minister, Gen Elly Tumwine said that Safe Houses are out of bounds to legislators.
Now it remains unclear whether legislators on Human Right Committee of Parliament will still visit these Safe House as directed by the Speaker of Parliament, Hon Rebecca Alitwala Kadaga.
