Through the Rural Communication Development Fund (RCDF), the Uganda Communication Commission (UCC) has launched the second phase of the school connectivity project in the rural parts of Uganda.

This initiative is aimed at enabling academic institutions in rural areas to access reliable internet services in a bid to improve the quality of education in the local schools.

While addressing school heads at the event in Gulu last week, Mr Nyombi Thembo, the Director RCDF, said that this project aims to empower students in rural areas through modern teaching methods such as e-learning, as well as ICT integration in teaching and research.

According to Nyombi, the first phase, which saw 800 schools connected, only delivered a dedicated Internet link of 256kbps because of the inability for schools to pay for the service.

“We are launching the school connectivity project of the second phase, where we are connecting one hundred schools (100) to the Internet, delivering to them a dedicated Internet link of 5mbps,” he said.

“After we stopped paying for bandwidth, most of the schools couldn’t afford to pay. So the project didn’t do as well as we wanted,” Nyombi added.

However, Nyombi promised that for this second phase, schools will be able to pay for this service because internet costs have reduced by more than 10 times since the first phase was implemented.

As well, he also pins pointed out that school heads and teachers have been educated about the importance of ICT in education.

“To ensure lasting impact, RCDF has designed a three-year exit strategy under which it plans to progressively drawdown its support from 100% to 70% to 50% of the total cost of bandwidth, as it prepares beneficiary schools to eventually absorb the total costs,” said Nyombi.

He added,

“Under this project, the government has so far connected 90 per cent of secondary schools with computer laboratories and the Internet, and is moving to consider primary schools.”

Over the years, UCC in cooperation with other organizations has embarked on different strategies to deliver faster and reliable internet access to areas around the country.

This, together with other initiatives and campaigns is aimed at simplifying internet access in rural areas.

Meanwhile, UCC’s third launch is due for 31st August and will tackle the western part of Uganda with the last one on 8th September to be based in Kampala.
