Reshuffles in the Judiciary, Problematic Justice Murangira transferred from Mubende

Following the latest transfers by the Principal Judge Flavian Zeija, problematic Justice Joseph Murangira has been transferred from Mubende as the area resident judge to the Family Division of the High Court and replaced by Justice Isaac Muwata.

The changes set to effect immediately have seen Justice Yasin Nyanzi transferred from the Criminal Division to the Land Division, Justice Tadeo Asiimwe has also been transferred from the Mbale circuit to Mbarara as the senior resident judge.

Justice Musa Ssekaana who was recently transferred to Mbarara has been moved to the Civil Division of the High Court in Kampala and Lady Justice Olive Kazaarwe will now take up a new position in the Land Division of the High Court from the Family Division.

Meanwhile, the reshuffles have also seen Lady Justice Margaret Tibula transferred from the Land Division to the Anti- Corruption Court, Lady Justice Elizabeth Kabanda transferred from Civil Division to the Execution and Bailiffs Division of the High Court.

Appropriately, Lady Justice Basaza Waswa has been transferred to the Mukono circuit from the Execution and Bailiffs Division of the High Court.

Who is Justice Murangira?

Justice Joseph Murangira comes to many people’s ears because of his recent controversies while serving as the Mubende resident Judge including last year in 2019 when a group of lawyers led by Eron Kiiza of Kiiza and Mugisha Advocates, representing a group of 24 people petitioned the Chief Justice complaining over how Murangira had handled a land matter in which they were evicted from a piece of land that housed five villages and had over 3000 people.

More than 3000 people were evicted off land measuring 322.5 hectares from Kambuye, Kyabaana, Kikoono, Lwensanga and Kanseera villages in Mubende District land on October 9th, 2018 on the orders of George Kaweesa who claimed ownership.

Most of the evictees were resettled on the contentious land in 2002 following their eviction from the land occupied by Kaweri Coffee Plantation Limited, which belonged to Neumann Gruppe, a Germany coffee firm.

The evictees through their lawyer, Eron Kiiza the asked the Chief Justice to reallocate their matter to a different judge, saying Murangira had sided with their local tormentors including the businessman.

In July 2019, another incident arose in Mubende High Court over the same matter when Justice Murangira’s bodyguard presided over court proceedings.
